Good solutions rarely come from the drawing board, but rather from conversation. That’s exactly what makes the Rossau Neighborhood Management program so strong: bringing the right people together.

The Neighborhood Breakfast: Straight Talk Allowed

The Neighborhood Breakfast is the Rossau Neighborhood Management’s low-barrier gathering. No formal minutes—just an open meeting where business owners, city policymakers, the Chamber of Commerce, and the Neighborhood Management team can engage in conversation. Direct and sometimes even heated. Because anyone who truly wants to move Rossau forward must also be allowed to bring uncomfortable topics to the table.

At Neighborhood Breakfast #5, topics ranging from street design and renovation, parking needs, energy supply, and the area’s economic development were on the agenda. These topics demonstrate that Rossau is growing—and needs the right conditions to thrive.

The Street and Its Realities

Street widths in Rossau have evolved over time and limit the possibilities for redesign. For example, when parking bays are added as part of projects to enhance the area’s appeal, a sidewalk must also be built alongside them. For this reason, parallel parking will be the primary option in Rossau going forward.

Dialogue between those who are familiar with the guidelines and those who know the neighborhood’s day-to-day reality enables the development of tailored solutions.

The overarching vision for street design and connectivity is the next major participatory process: What is needed where? What is possible? What is necessary? The Rossau Neighborhood Management brings together people who would otherwise talk past one another. It maintains the neighborhood’s momentum when processes move more slowly than desired. And it ensures that individual interests do not overshadow the bigger picture.

This approach—participatory, facilitated, and designed for continuity—remains unique in Tyrol. About a year and a half after its launch, the pilot project has evolved into a genuine neighborhood management initiative that is valued equally by city policymakers and business owners.
